ABOUT OCSWA
The Ohio County Solid Waste Authority was founded in 1989 by the West Virginia Legislature. The Authority offers recycling services at 176 Satterfield Drive, Triadelphia, WV 26059 on Tuesdays, 7:00 a.m. to 3:00 p.m., Thursdays, 11:00 a.m. to 7:00 p.m., and Saturdays, 8:00 a.m. to 12:00 p.m.
There are several other events to check out, too, like tire collections, household hazardous waste collection, litter walks, and community events.

Spring Cleanup Season 2026: Join Us in Keeping Ohio County Clean
Spring is a time when many residents look for ways to freshen up their homes, neighborhoods, and shared spaces. In 2026, the Ohio County Solid Waste Authority invites the community to take part in a more targeted and environmentally focused approach to spring cleanup.
In December 2025, the OCSWA Board approved an updated approach to OCSWA-sponsored spring cleanup efforts beginning in 2026. As part of that approved framework, OCSWA will not be hosting a series of countywide blanket dumpster events in 2026.
Instead, in alignment with the integrated waste management hierarchy in W. Va. Code §22C-4-1 and consistent with OCSWA’s mission, the Authority will focus on supporting targeted litter and debris cleanup efforts and providing residents with clear, lawful disposal options that prioritize reuse, repurposing, recycling, and responsible disposal already available throughout Ohio County.
The goal of this updated approach is to align OCSWA’s spring programming with the integrated waste management hierarchy in W. Va. Code §22C-4-1, reduce environmental impacts from litter and dumping by focusing on priority areas, avoid unnecessary duplication of existing services, steward Authority resources responsibly, and empower community members to utilize reuse, recycling, and lawful disposal options already available countywide and to participate in organized, community-led litter initiatives.

What will OCSWA focus on in 2026?
OCSWA has long supported volunteer-based litter initiatives, environmental remediation efforts, recycling services, and community outreach throughout Ohio County.
In 2026, OCSWA will continue strengthening its focus on targeted cleanup initiatives conducted in coordination with organized community groups and aligned with its statutory responsibilities.
Efforts will prioritize environmentally impactful litter and debris concerns where cleanup advances public health, environmental protection, and the Authority’s statutory mission.
Projects will be evaluated based on environmental impact, public health considerations, practical feasibility, and available resources within the scope of the Authority’s mission.
In addition to cleanup coordination, OCSWA will continue advancing:
• Operation of The Highlands Recycling Center
• Composting and yard waste recycling initiatives
• Recycling in the Schools (RITS)
• Community outreach and environmental education
• Ongoing litter prevention programming
• Free tire collection events held twice monthly
OCSWA will continue engaging organized community groups interested in participating in coordinated cleanup initiatives. Safety vests, gloves, trash bags, and litter grabbers are available for organized volunteer efforts, and OCSWA will assist with coordination of collected litter disposal, subject to availability.
Looking to Responsibly Dispose of items this Spring?
Ohio County residents have multiple lawful disposal and reuse options available year-round.
Donate Usable Items
Items in good condition may be donated to local nonprofits, charitable organizations, and second-hand stores for reuse.
Many nonprofits, churches, and civic groups also host resale events or fundraising sales. Usable items may be donated to support these efforts, helping organizations raise funds for local programs or provide items directly to families in need.
Donating helps reduce landfill waste, lower environmental impact, and ensure usable items continue serving members of our community.
Consider Hosting a Yard Sale or Using Online Resale Platforms
Before discarding items, consider setting aside those that are still usable and in good condition for a yard sale or resale through online resale platforms. Selling items can help offset household expenses while giving them a second life within the community.

Recycle at The Highlands Recycling Center
The Highlands Recycling Center accepts a variety of recyclable materials.
Organic yard waste such as pesticide-free, trash-free yard trimmings, trees, shrubs, and leaves is also accepted at The Highlands Recycling Center. Materials must be free of trash, treated lumber, and other contaminants.

Free WV Resident Tire Collection Program
OCSWA continues to host free tire collection events for West Virginia residents on the second and fourth Saturday of each month (except the fourth Saturday in December) from 8A - 12P.
Proof of West Virginia residency is required. Tires must be off rims. A limit of 10 tires per vehicle applies during regular collection hours, and an advance appointment is required for more than 10 tires. No businesses or fleet tires accepted.

Republics Short Creek Landfill
Republic Services’ Short Creek Landfill provides year-round disposal services for residential household trash and is open six days per week. Disposal is available for a fee during regular operating hours.
Additionally, Ohio County residents may dispose of up to 516 pounds of residential household waste at no charge on the third Wednesday of each month from 7A - 3:30P. Weights exceeding 516 pounds are subject to regular tonnage rates.

Municipal Cleanup Events
Municipalities may choose to host and fund their own cleanup events, including free dumpster days.
OCSWA will also make available, after April 1, 2026, a formal application process through which municipalities may request consideration for event support.
Requests will be evaluated on a case-by-case basis based on demonstrated need, avoidance of service duplication, alignment with the integrated waste management hierarchy and the Authority’s mission, and available resources.

Curbside Collection Services
Public Service Commission certificated haulers provide residential curbside service for landfill-bound materials in Ohio County:

City of Wheeling Sanitation (within city limits)
Bulky item pickup is available through each hauler. Residents should contact their provider directly for scheduling and service parameters.
Solid waste collection services are regulated by the West Virginia Public Service Commission. Residents who have questions regarding regulated collection services or experience difficulty obtaining service may contact the Commission’s Consumer Services Division for assistance.

Winter Closures
This set-up is primarily focused on accommodating the needs and comfort of families, but it can be utilized by individuals and couples without children.
We have free laundry access (one washer & one dryer), and two shower stations (one with a bath) set up for community members impacted by the flood. This is at our office located at The Highlands Recycling Center behind Best Buy. We are doing this by appointment -- with very flexible availability options, to allow appropriate time spacing for individuals to complete their laundry cycles, showers, and our staff/volunteers to clean. We also have onsite professional counseling services available, birth to three access, needs assessments, and resource referrals including connections to replacement identification documents if needed. The space is climate controlled, snacks and light refreshments are available, and there is a lounge/play area with tv accessible.
Thanks to the The Mother Jones Center for Resilient Community, transportation to our location is available, and it can accommodate larger groups if needed.
